Locally Enlisted Personnel (LEP)

a.

Approximately 280 RN and 130 Army posts will be made

redundant, although by undermanning together with normal

wastage the number of redundancies should be reduced quite

considerably compared to posts being cut. It is the

intention to notify individuals concerned not less than six

months before their service is terminated. The Ministry of Defence have been requested to approve a redundancy scheme for both services based on that operated by the Royal Navy in 1971, and updated to reflect 1975 rates of pay; an early decision on this matter is extremely important if the

discharge of selected individuals is not to be delayed because of the need to give them proper notice.

b.

A detailed study of the detailed implementation of the

operation of redundancy is continuing.

Locally Engaged Civilians (LEC). The number of personnel affected will be somewhat less than the number of posts to be cut

as a degree of undermanning has been allowed to develop with this

particular contingency in mind. Those who will be discharged will be dealt with in accordance with existing agreed procedures

relating to local civilian staffs. In addition the Command

Secretary has forwarded proposals to the Ministry of Defence

(CM(IND)) that an extra cash compensation be made to those discharged.

21. Every effort will be made to ensure that the Services are

seen to be good and fair employers, and all possible steps will

be taken to assist redundant LEC to find suitable civilian

employment.
