Mr Andrew welcomed Mr Davies and his colleagues. He explained that UK Ministers had not yet reached any decision on the proposed force level for the Hong Kong garrison, nor on the proportion of costs to be sought from the Hong Kong Government.

There was, however, strong pressure in the UK for Hong Kong to bear the greater part of the costs. Under the circumstances, he proposed that the meeting should confine itself entirely to discussion of the alternative UK and Hong Kong texts of the Memorandum of Understanding (MOU) which had been reproduced as Annexes A and B to the proposed Agenda.
