It is concluded that:

The stationed force level to be used in the forthcoming negotiations on a Hong Kong Defence Agreement should be:
1 Frigate
1 UK infantry battalion
3 Gurkha infantry battalions
1 Gurkha engineer field squadron with its training wing. 8 Wessex helicopters

Со This force level is sufficient so long as the threat continues at the present level and there is a local potential for ready reinforcement by one battalion, together with a slower back up capability by a second battalion. requirement can be met by a Gurkha battalion stationed in Brunei, probably until at least mid 1978, and the slower back up will continue to be met from the UK as required.
å. The position will require review prior to the withdrawal of the Gurkha battalion from Brunei.

Following the reduction of the garrison to this level the threat assessment should be kept under regular review.
f. The negotiations with the Hong Kong Government should take account of the financial implications of moving the Gurkha battalion to Hong Kong on withdrawal from Brunei, should this prove necessary.
