to offer; on the need for a study of the implications of a smaller garrison than is presently planned; and on guidelines for the financial aspects of the negotiation.
3. It is now necessary to seek Ministerial agreement to a formal study as proposed by the Governor and a draft submission to the Defence and Oversea Policy Committee (OPD), copy attached at Annex A, has been prepared by DS 6 in consultation with the Treasury and the FCO. The aim of this paper is to expose the issues, to seek approval for the study and to invite Ministers' preliminary views on guidelines for negotiation. Provisional arrangements are being made for the paper to be considered by the OPD on Tuesday 11 February, 1975.
