DEFENCE REVIEW: HONG KONG

1.

In September 1974 Ministers decided (1) that the future level of our forces in Hong Kong should be reduced and that the Hong Kong Government should be asked to contribute three- quarters of their cost. The proposed future force level was communicated to the Foreign and Commonwealth Office in October 1974 (2).

2.

Subsequently there were separate discussions in London with the Governor and with his officials, related to the costing of the proposed future force level, as a result of which an official team representing the MOD, Treasury and the FCO visited Hong Kong in Jamary 1975. They reported (3) the Governor's views on the maximum contribution that Hong Kong would be likely
