The draft Projects Committee submission is fine;
I wish we had known sooner that this was all that would be required! Though in saying this, Mr Hunting's report has made an invaluable contribution. At this stage, when things seem to be going well, I think it would be unwise to make an issue out of paragraph 3 of Mr Burr's minute, but at the time Mr O'Keeffe's submission went forward, as far as we were aware, there were no firm plans for Mr Hunting's visit to Hong Kong. We were aware he was to make a visit, but understood that the main purpose was not to look into the United Kingdom grants, we were, therefore, not inclined to make it an issue.
3. I find the statement made in the final sentence of paragraph 1 of the submission curious. Action on the Technical Institutes project is, in fact, pending awaiting a decision on the Polytechnic. As I understand it, the £400,000 for the Technical Institutes must be treated as one project rather than four separate projects costing £100,000, and this being so, we must submit to the Projects Committee. If the Polytechnic submission as drafted by Mr Burr is acceptable to the Projects Committee, then I think we might legitimately prepare a similar draft for the Technical Institutes project.

I suggest we minute to Mr Douglas as in the attached draft.
