1. We are content with the draft submission to the Projects Committee except that we do not understand the final sentence in paragraph 1. The Technical Institutes project is not so far as we know being implemented and I gather that it may need to form the subject of

a separate submission to the Projects Committee. I therefore suggest that the word "implemented" in the last sentence of paragraph 1 should be replaced by "dealt with".
