5. Mr. Bromfield, an apparent genial and urbane individual, was
pessimistic about the future of the Polytechnic, and personally
dissatisfied. He confirmed many of the grievances of the staff and

renew their two year contracts.
6. The teaching staff of the Department was 19, about half of whom
were Chinese. As regards recruitment Mr. Bromfield envisaged no
problems. He had two vacancies for Lecturers in Seamanship and he
would be personally arranging circulation through the naval
resettlement authorities, a form of prospection which he said usually produced satisfactory results. Applications would be referred to
TETOC for normal action.

One of the British, Mr. B.G.D. Cowley who had recently been recruited
through TETOC, had failed to settle down and resigned. It is to be
noted he had not shown up too well at his interview. Mr. Haigh said he was "highly delighted" with his other staff.

In building up his complement Mr. Haigh's main concern was the
difficulty in filling a vacancy for a Principal Lecturer in Law.
