NOTES ON DISCUSSIONS WITH HEADS OF DEPARTMENTS AT THE HONG KONG
POLYTECHNIC
The greater part of my programme was occupied by individual sessions with Heads of Departments. Many of the points arising
were applicable generally to the question of TETOC recruitment and
have been reported under Section IV and V. There was however also a considerable number of miscellaneous matters, many of them
confined to the individual departments, which it may be useful to
have on record as below for reference purposes.
2. I prepared for these discussions with a check-list of points which, if adhered to might have built up a comparative picture of all
departments with their composition, plans for expansion, particular
problems etc. The time was however limited and I found I got better
value from encouraging HoD's to talk freely about the affairs of
their departments and their views on the Polytechnic generally.
There is, therefore, a lack of consistent pattern in the following
notes. They are not comprehensive as regards all departments
because time did not allow me to visit some of them, also some
appointments had to be cancelled because of other requirements and some had to be curtailed. In some cases the time was taken up by a
brisk discussion which, while mutually, advantageous, left nothing
significant to record. Several heads mentioned new staff recruited
by TETOC whom they were very pleased with, but in the following notes
only the failures have been named.
1) Mathematics and Science Department

3. This is the largest department in the Polytechnic with 44 steff, almost entirely Chinese, only seven of whom were expatriates. One
of the British staff, Dr. Cooper, had been a misfit and transferred
to the Technical Teachers College.
4. The department provides a servicing function to other
departments, and like them is growing. Mr. Kam hopes to fill 10
vacancies next year at all grades.
