UPGC Recommendations for Capital Expenditure and Implementation of the Polytechnic Building Programme

The Committee submitted its recommendations on the main capital programme for the expansion and full development of the Hung Hom site in a separate paper. (Annex C).
Polytechnic Development Plan

The Hong Kong Polytechnic appointed a firm of architects to prepare a draft plan for the physical development of the Hung Hom site, in the light of the provisionally accepted full time equivalent student target of 8, 000 by 1978. Although no such target had been authorized formally, the architects' brief required them to aim at a campus with an ultimate enrolment of 8,000 to 10,000 full time students, A draft Polytechnic development plan produced by the architects to this brief was in due course accepted by the Polytechnic Board and submitted in turn to the UPGC for consideration.

The Committee submitted its confidential recommendations to the Government (Annex C) regarding the financing of this development plan which falls into three phases: The Chairman UPGC expressly invited attention to paragraph 22 of their formal recommendations:
"Members of the Committee realise that the level of expenditure now being recommended is high. They are conscious of the fact that Government has decided a Polytechnic on the scale now under consideration is needed in Hong Kong and have striven therefore to frame their recommendations so that this may be achieved in the most economical and practical way, and as nearly as possible within the time limite set for full expansion of the Polytechnic.
The Chairman went on to add:
"Members are fully in accord with the Government decision to have a Polytechnic without further delay but wish to stress that, given that decision, these recommendations are they believe the most practical way of implementing it.

Limitations of HUNGHOM Site

The area proposed for the Polytechnic is approximately 25 acres of which only 20 are usable. (Annex D). The site itself imposes many constraints due to adjacent developments, height restrictions, and limited site access.
