The UPGC intention is that it should deal with (a) as a normal block grant; and (b) as a normal fully earmarked ground; while (c) would be held as a reserve to cover staff recruitment which may otherwise delay the rate of expansion. In the light of experience so far the UPGC considers that (c) would be required, but intends to release these funds only upon evidence of successful recruitment; in other words grant (c) is in respect of group (b) in paragraph 84. The proposed new development reserve (d) would also have to be closely scrutinised by the Committee and funds would be released only after Polytechnic submissions on new developments have been approved by the full Committee.

The UPGC also recommended a single non-recurrent grant of $1 million in 1974/75 to meet an urgently required expansion of the overloaded Polytechnic telephone and switchboard system at Hung Hom.
