THE PROJECT AND THE DEVELOPMENT PLAN

The Hong Kong Government is undertaking a large programme for the extension of technical education, which includes the building of four new technical institutes and a dramatic programme for the conversion and extension of the Hong Kong Technical College into the Hong Kong Polytechnic. The Polytechnic is a legally independent autonomous body operating under the Hong Kong Folytechnic Ordinance approved in 1971. It is controlled by a board of 15 members, two of whom (the Director of education and the Director of the Polytechnic) are appointed ex-officio, the remainder being appointed by the Governor. Four of the Board members, including the Director of Education, are government officers. Financing of the Polytechnic is made on a University Grants Committee-type system. The University Grants

Committee of Hong Kong, established in 1965, was in April 1972 expanded and renamed the University and Polytechnic Grants Committee of Hong Kong.

5. The Hong Kong Polytechnic formally took over the Hong Kong Technical College on 1 August 1972 and is now engaged on a very considerable expansion of student numbers, courses, staff and teaching facilities. At the beginning of the academic year 1973/74, a total of 2,600 full time equivalent students were registered in day courses and 11,500 part time students in evening

(1974175) courses. In the current academic year the Polytechnic expects to have about3,600 full time equivalent students in day courses and 13,500 part time students in evening
