This submission is perhaps unusual in that the willingness of the British Government to provide this aid was formally announced in Hong Kong in November 1972 by the Parliamentary Under Secretary of State for Foreign and Commonwealth Affairs. The Projects Committee is therefore asked only to approve the manner in which the Hong Kong Government proposes to use the grant. However, in saying this, it would seem unreasonable to expect the Hong Kong Government to specify, in detail, such books and equipment as may be purchased over a three year period in the knowledge that new books and more advanced equipment are continually becoming available.
