↑ Departments were asked in Baragraph 5 of the Note

24 Bebruary to inform their Under-Secretaries of any projects in the pipeling which did not appear to

conform with Mrs Hart's policy criteria on aid.

2 We have two such projects in the pipeline for

Hong Kong. They are:

a £500,000 for books and equipment for the Hong

Kong Polytechnic and

b £400,000 for equipment for four new technical

institutes.

Public announcements were made by/Ministers, with

ODM Ministerial agreement, in 1971 and 1972 about

arastett these grants. During that time We were going through

a particularly difficult time in our relations with

Hong Kong and these projects were seen as meeting an

need for outward and visible signs of a special and

beneficial relationship with the UK.

3 In Sehtember 1973 we prepared a paper for submission

to Projects Committee but it was agreed at an informal

meeting at ODM that it should not formally come

before the Committee until more detailed information

had been obtained both on the Polytechnic, which

was then in its infancy, and on the technical/
