HONG KONG AND THE ILO
1. I am enclosing with this minute a draft submission to the Secretary of State as we agreed at our meeting on Tuesday with Mr Ian Price. As you will see, I have avoided describing some of the complications of non- metropolitan territory Conventions etc. and have kept the detail down to basic essentials.
2. I have warned Mr Wotton that this is on its way since he has the material for the various appendices and the figures required for paragraph/7.
