Social security. The plan document does not discuss social security per se. However, in the section on financing the plan in Chapter 2, plan framework, several methods for mobilisation of savings for development purposes are discussed. It takes account of the fact that for the wage-earning sector there has already been an increase in the level of provident fund contributions.
For new entrants it is
stated that the government pension scheme will be replaced by a contributory provident fund. The chapter also anticipates that in the rural sector, social security and insurance schemes will be devised to divert part of the increase in income to savings.
Health. The section on health in the chapter on social overheads reviews the principal problems in the health sector, including the major deficiencies, and discusses in some detail the
major programmes to be implemented during the plan period.
Education. A similar treatment is given to the educational sector in the section on education and manpower in the chapter On social overheads. Planned financial outlays for major subsectors are also given.
Housing. A n equally detailed treatment is given to the problems and pro- grannes in the housing sector.

Social security. The section on social insurance in the chapter on social affairs mentions the intention of the Government to accelerate the passage of the Social Insurance Act to provide sickness, maternity and employment injury benefits. It is also stated that a study will be undertaken tc evolve સ suitable social insurance system for Thailand.
Health. The chapter on public health reviews the problems in the field of public health, makes an assessment of the programnes already undertaken, outlines the objectives and policies to be pursued during the third plan period, and discusses in detail the various programmes falling within the sector, including physical targets set for achievement as well as the financial outlays.
Education. The chapter on education provides an even more detailed treatment of the educational sector. A detailed breakdown of the educational development budget for the period 1972-76 is given.
Housing. Some details of the various social welfare programmes proposed to be undertaken during the plan period are given.

Social security. The chapter on manpower briefly discusses the operation of the family allowances fund and discusses the programmes of social security proposed to be implemented during the plan period, viz. establishment of an employment injury insurance scheme on the principle of social insurance as well as a pension scheme.
Health. The section on public health in the chapter on social welfare reviews the current problems in the public health sector, outlines the policy direction to be followed and provides details of the programmes and projects to be implemented during the plan period.
Education.
An equally detailed treatment is given to the educational sector in the chapter on culture and education. The physical targets set for the educational sector are more detailed and definite.
Housing. Some details of the public housing programmes proposed to be under- taken during the plan period are given in the chapter on public utilities.
