Social security. The chapter on labour policy and services states that one of the objectives to be pursued during the plan period should be to improve the living standard of the workers by raising their real wages and to provide social security and welfare. The chapter recalls the recommendation contained in the Third Plan for an integrated social security system for industrial workers envisaging protection under the then existing Social Insurance Ordinance (employment injury, sickness and maternity) together with provisions of statutory superannuation benefits through pooling of existing provident funds. The chapter made a specific recommendation to merge the existing provident funds into a genuine contributory social insurance scheme for old age. The chapter also contains a recommendation to revise the exist- ing Workmen's Compensation Act to make it more effective.
Health. The chapter on health reviews the achievements and shortfalls under the health programmes taken up during the third plan period, elaborates the objectives and strategies to be followed during the fourth plan perică, and gives details of physical targets and financial outlays in respect of all major programmes included in the Fourth Plan.
