ILO/NORAD ASIAN REGIONAL SEMINAR ON SOCIAL SECURITY, NATIONAL ECONOMY AND PLANNING

1. In spite of an exhaustive search in G&GD we have been unable to trace any reference on papers to this Seminar which is referred to in the attached letter from the IL Office to the Colonial Secretary, Hong Kong.

2. We are asked to forward this letter but it would appear that two copies of the attached report have gone direct from the ILO to Hong Kong. It is assumed that arrangements for representation must also have been made direct between the ILO and the Government. You will note that Hong Kong was represented by the Assistant Director of Social Welfare, Mr F S Clark. As this Seminar was of a regional nature, I do not think we need take exception to the direct approach on this occasion?

3. The subject of the report is not particularly relevant to the work of this Department and it will probably be of greater interest to HKIOD. Unless you see any objection I should be grateful if HKIOD would forward the letter and retain the report. I should add that we have also made enquiries of the ODM who have no knowledge of the Seminar but may be interested in the report as it covers subjects with which that Department is closely con- cerned.
