I attach a short note on the meeting this afternoon between the Governor of Hong Kong and members of the TUC.
2. You will see that constitutional matters and a proposal that the TUC (and CBI) should be associated with the research project in Hong Kong figured largely in the discussions and I understand, from a subsequent conversation with Mir llargreaves, that these points are likely to be raised by the TUC's International Committee members at their meeting with the Secretary of State on Monday, 8 December, at 1630 hours. Will you be briefing the Secretary of State? this connection, I attach my personal record of the discussion in Lord Goronwy-Roberts' office on
In
2 December when the possibility of TUC participation in this study was raised.
