5. Finally the Governor may wish to express anxieties about the Secretary of State's ideas for discussing possible Chinese cooperation in the public life of Hong Kong (para. 2(j) above). The Secretary of State has tossed out the suggestion that he might ask the Chinese to use their influence with the Communist trade
unions and persuade them to cooperate in e.g. the Labour Advisory Council (which they at present boycott) and possibly a Hong Kong version of the National Economic Development Council. For the reason given in para. 2(j), we have reservations about this and would welcome the Governor's advice which might help to dissuade the Secretary of State from this course.
