but note if changes take place It appears from the series of telegrams

heare. ending with Tokyo tel. to FCO No. 746 of the 27th June, that the Secretary of State will fit in a short visit to Hong Kong, probably immediately after his visit to event China in early May. As I understand it this will be part of a major tour including Japan, China and India as well as Hong Kong.

I am of course delighted that the Secretary of State should be prepared to include Hong Kong, both because we would all be glad to see him, and because it would obviously attract comment here if he did not. It would also be very valuable for myself and the Executive Council to hear from him at first hand what his impressions of Peking were and of anything that cropped up about Hong Kong. It could also be valuable for him to hear our impressions of his impressions!

Having said all this I would never- theless not wish to press Hong Kong's claims on the Secretary of State to the point of imposing unnatural movements into the tour's logistical arrangements, or if he feels that the visit to Hong Kong is an obligatory chore that cannot be escaped if he is also to visit the politically more interesting three giants of Asia

This turns on how Hong Kong fits into this pretty exacting programme, and what the personal feelings of the Secretary of State are about its inclusion. If you or your successor feel at any time that a visit to Hong Kong might be becoming so inconvenient as to be counter-productive, I hope you will not be inhibited from saying so.
