Visit to Hong Kong and the Philippines
The Secretary of State is grateful to Lord Goronwy-Roberts for his minute of 21 February on the above subject, and has commented as follows:-
"Obviously you had a very interesting trip and did a lot of good by going. As you say, our troubles with Hong Kong are likely to increase as years go by. As regards para 12 should we look at the future from the point of view of what value Hong Kong has for us, and in the light of that consider the long term future?".
