You will have seen the Secretary of State's comments on Lord Goronwy-Roberts' report of his visit to Hong Kong. Lord Goronwy-Roberts would now like to put into motion a study on the lines suggested in paragraph 12 of his minute to the Secretary of State. He would like as a preliminary to this study to hold an office meeting: I will get in touch with your PA about a suitable time - perhaps next week.

2. His preliminary comment on the last point made by the Secretary of State is that the value of Hong Kong to us is not so much one of positive advantage: it is rather a question of avoiding the dangers and disadvantages which would follow either economic decline of Hong Kong or a take-over by China.
