The Council meets formally in public only once
Most of its work is done in the Standing Committee
of the whole Council which meets twice a month, or in the
13 Select Committees, each of which meets at least once
a month.
The bulk of the Council's revenue is derived from
the rates, of which it receives 35% of the total collected
by the Government in the urban area. The remainder of its revenue comes mainly from for frem licensing and minor
miscellaneous sources and from investment of Council funds.
The annual budget must be approved by the Legislative Council.
Any dealings with staff, who are all members of the Urban
Services Department, must be in accordance with Government
practice for the civil service.
The Judiciary
The relationship between the government and the Judiciary in Hong Kong is similar to that which, by
constitutional convention and by common law, prevails in the United Kingdom. Appointments to the Judicial office
Bench are made by the Governor for the duration of Her
Majesty's pleasure and his right to remove Judges is
fettered. The Governor is also bound to refrain from
any interference with the administration of justice.
Judges of the Supreme Court (and soon of the
District Court) have security of tenure conferred on them
by the Letters Patent.
