THE GOVERNOR OF HONG KONG'S VISIT TO LONDON: 8-11 APRIL
MEETINGS WITH MINISTERS

The main purpose of the Governor's visit is to attend a gala presentation of Hong Kong clothes organised by the Hong Kong Trade Development Council. He will also be making some official calls and I have already arranged appointments with Lord Goronwy- Roberts, Mr William Rodgers and Mr Peter Shore (who will be visiting Hong Kong in September). The Governor has asked (para. 1 of Hong Kong telno. 253) whether the time has come to see either Mr Mason or Mr Healey: my own view is that an appointment with either is not necessary at this stage.

The Governor has also asked if the Secretary of State would be free to see him (para. 2 of Hong Kong telno. 253). The Governor last called on the Secretary of State in June 1974.
A call was
arranged during his visit last December but the Secretary of State had, in the event, to cancel the meeting. I recommend that, if possible, the Secretary of State should see the Governor on this
occasion. There are a number of current problems including the impact of the Defence Review on Hong Kong and progress with the anti-corruption campaign which the Secretary of State might wish to talk over with Sir Murray; but perhaps more important, the occasion might be taken to discuss the longer term study of the future of Hong Kong which was the subject of an exchange of minutes between the Secretary of State and Lord Goronwy-Roberts recently.

Subject to approval in principle, I suggest that the precise agenda of such a meeting should be left open until after the Governor has seen Lord Goronwy-Roberts on 9 April when it is planned to discuss a large range of current topics. This would suggest that the best time for the Governor to call on the Secretary of State would be on the morning of 11 April. The Governor leaves for Hong Kong on the afternoon of that day.
