EDUCATION

In the City of London and the twelve Inner London boroughs,

education service is the responsibility of the Inner London Education Authority

(940,000 pupils and students in 1, 376 schools, colleges and institutes with

48,638 teaching staff). The other twenty outer London boroughs are responsible

for education for service in their own areas.

The Inner London Education Authority is the special committee of

the Greater London Council. It is "special" in the sense that it is autonomous.

However, in practice the Greater London Council and the Inner Education Authority

work closely together.

In the budget of the Greater London Council, education constitutes

the major part of its revenue expenditure (£271.3m out of £930. 4m for 74/75).

In view of the special environment in Hong Kong, there did not

appear in the past that any of the members of the Urban Council or any prominent

members of the community made any major suggestion that Urban Council should

take up education services. I share the same view. However, a pamphlet issued

by Hong Kong Government Information Services on education is reproduced in

appendix H for reference together with a schedule of education service in GLC

in appendix I so that fellow members in the Urban Council who are experienced

in education may explore the feasibilities of adopting the GLC pattern in that

respect.

The Education Authority is also the authority having responsibility in youth services. While this paper s in the course of printing, a short comparison of social service and youth services had been prepared and delivered in the Annual General Meeting of the Boys & Girls' Club Association. This is reproduced n Appendix K.
