of the work and had no reasonable cause to suspect that it was one to which this
Act applies.
"(2) A prosecution for an offence under this section shall not, in
England or Wales, be instituted except by, or with the consent of, the Attorney-
General."
Section 3 gives power to search for an dispose of works to which
the Act applies and articles for printing them.
Section 4 prohibits the importation of such works and articles.
On the assumption of the censorship authority, there would be
minimal financial implications. There will be income to the Urban Council by
way of fees in censorship. Expenditure would be clerical mostly and can be
ignored for consideration of this aspect.
