support an objection to its

inclusion in the Urban Council.

This can be overcome by what

I had said before, i.e. the

Urban Council will not interfere

with the technical side of the

fire services' work.

In GLC, fire hazards

increase with the national

increase of criminal arsons and

bomb incidents. In Hong Kong

arson and bombing happened

once in many years. Believe it

or not, GLC faced many false

alarms (27, 124 cases in 1972/73;

12, 782 cases with good intent and

15, 261 with malicious intent in

1973/74 projected false alarms

in 1978/79 39,000 cases). Actual

fire calls amounted to 49, 768 in

1972/73 and 49, 184 in 1973/74.
