Dear Mr. Cunnington,
Mr. John MacKenzie, J.P., Chairman of the Administration Select Committee of the Urban Council of Hong Kong, will, I am sure, have already informed you that it has just been agreed that a party of Urban Councillors should be sent to London in April to study the work of the Greater London Council, and I would now like to take you up on your very kind offer to arrange a programme in this respect.

The party will be in London from Monday 21st to Friday 25th April. I am requesting the Commissioner of the Hong Kong Office in London to arrange hotel accommodation for the party and also to arrange certain courtesy calls which will have to be made (i.e. to the Foreign and Common- wealth Office, the Anglo-Hong Kong Parliamentary Association, etc.). I have suggested to the Commissioner that these courtesy calls be made on Wednesday 23rd April, so I would be grateful if your programme could exclude the 23rd.

Four Members have been selected for the visit and particulars on each are given in the attached list.

In addition, the Council has directed that I should accompany the party, my own interests centring mainly on Council Administration and Finance.

With just four working days (i.e. 21st, 22nd, 24th and 25th April) available, I hope I am not asking too much by suggesting that the following range of subjects be covered as far as possible in the programme:-

Organization and administration, establish- ment, local government financing and public relations.
Cemeteries, crematoria and funeral parlours.

Public entertainment services.
