A new scheme of British citizenship

The transitional arrangements

1.

This new citizenship would, at Royal Assent, be conferred on

i.

CUKCs born, adopted, naturalised or (except in case of certain wives) registered in the UK, Channel Islands or Isle of Man;

CUKCS born to or legally adopted by a person in category i. (i.e. CÜKCS born outside the UK with a CUAC father or mother born, naturalised etc in the United Kingdom);

CUKCS born to or legally adopted by a person in category ii. (i.e. CUKCs born outside the UK with a CUKC grandfather or grandmother born, naturalised etc in the United Kingdom; and

other CUKCSs, British subjects without citizenship (BSWCS) and British Protected Persons (BPPs) settled in the UK.

The Permanent Arrangements

After Royal Assent citizenship would be acquired by

i. birth or adoption in the UK;

ii.

descent from a citizen father or mother for the first generation born legitimate overseas (mother only in the case of an illegitimate child);

descent in the second generation for the children of citizens in Crown service and

citizen employees of international organisations (acquisition by consular registration to be abolished);

registration by a man or a woman following marriage to a citizen;

registration of persons who had an entitlement to it under the Immigration Act 1971 and the Pakistan Act 1973 but for a limited time only;

registration after 5 years residence of CUKCs, BSWCs and BPPs who settle in the UK after Royal Assent;

registration of a child born in the UK or to a citizen parent who would otherwise be stateless;
