They will then need to be put into a report to go to the Defence and Overseas Policy Committee of the Cabinet through the Home Office. The proposals will possibly be in the form of a draft Green Paper. As far as we can foresee it will not be possible to allow the proposals to be disclosed outside UK Government service until the Green Paper is published or at least on the verge of being made public.
