1. As you know, your meeting with Lord Goronwy-Roberts has been arranged for 10.00 a.m. on Tuesday 2 December. Minister and yourself, those attending the meeting will be Sir Duncan Watson, Mr Larmour, Mr Male, Mr Martin (FED), Mr Milton and myself. Mr Janvrin will take the record. Mr Hurst, Deputy Overseas Labour Adviser, may also attend for the labour items.

Lord Goronwy-Roberts has asked us to enquire whether there are any other subjects you would wish to raise (e.g. Vietnamese refugees? You have a copy of Hong Kong telno. 1195). If so, I will arrange for him to be briefed on them.
