what other territories might or might not do. The International Labour Organization represents a norm of behaviour to which the U.K. is dedicated. It was the image of Hong Kong which was at stake. If Hong Kong put up a good performance in this field the U.K. would then be able to point to comparisons which were irrefutable.

Lord GORONWY-ROBERTS emphasized that the U.K. had exerted itself greatly in negotiations with the E.E.C., G.A.T.T. and so forth on the subject of discrimination against Hong Kong. When the U.K. representatives go to Brussels for the next meeting, they would again speak strongly on the subject. From his own experience, he could assure Unofficial Lembers that the discriminations against Hong Kong had been given much attention by H.M. Government, and Unofficial Members could rest assured that Hong Kong would not be wittingly let down by the U.K. at these international negotiations.

Lord GORONWY-ROBERTS indicated that while there was a certain amount of criticism of Hong Kong in the U.K., he felt that publicity arising from it could be turned to the good of Hong Kong's image. Quite often the best thing was to arrange for a Member of Parliament to ask questions, as the answers given in detail were given publicity through the press and Hansard and thus had a good effect. In his view, Hong Kong had done well so far and the posture of Hong Kong was good for the future. Accordingly Hong Kong could only gain from factual publicity. The answers delivered in Parliament were based on facts and put Hong Kong in a good light, and these answers were read
It was by hundreds of thousands of people in U.K. H.M. Government's practice to consult Hong Kong before providing these answers, and therefore he felt the Unofficial Members need not fear publicity on matters debated in Parliament.
