and for this they must have adequate quality, standing and experience. Hon. Hilton CHEONG- LEEN thought that in any selection the nature of the Hong Kong Legco should be borne in mind. The Council is a forum where members speak for the people as a whole, and not a forum for purely emotional speeches. He would agree that there were many areas from which selection could in future be made of suitable candidates e.g. Urban Council, Futual Aid Committees and others.
(iv) Lord GORONWY-ROBERTS thanked the
Unofficial Members for their views. He referred to an Unofficial's speech which stressed that it would be well for Unofficial Members to be seen to
be drawn from as wide a spectrum of activities as possible. He suggested the Unofficial Members give further thought to the subject of increasing the subordinate tier, particularly by inserting the principle of voting at the lower level. It would be helpful if the Unofficials could demonstrate the fact that they were thinking along these lines; and that they were concerned at securing the selection of independently minded people.

nothing had been decided. Some adjustments, in his view, would have to be made. to the Unofficial Members' arguments, and all the points made by them would be fully borne in mind. He assured the Unofficial Members, that he would do his best to obtain the best/bargain for Hong
Kong.

there was a good programme of labour legislation enacted in Hong Long in 1974. In so far as the implementation of the I.L.O. conventions were concerned, he would ask the Unofficial Members to contime to do everything they could, no matter
