PARLIAILINTARY QUESTION:
1.
LORD GORONWY-ROBERTS'S VISIT TO HONG KONG
I submit a draft reply to the attached question put down by Lord Brockway for oral answer on 4 February.
2.
Lord Brockway has not specified in his question what kinds of reform he has in mind. I have therefore provided Notes for Supplementaries on a wide range of matters on which reforms (or changes) might be proposed. I have cleared them with Hong Kong and also, where appropriate, with Far Eastern Department and the Overseas Labour Adviser.
3.
In case Lord Gorony-Roberts wishes to be reminded of recent questions on Hong Kong affairs in the House of Commons, I have also provided a larger number of references than usual.

Lord Goronwy-Roberts's Private Secretary has asked if the draft answer can be sent to him by 12 noon on 31 January.
