Thank you for your letter of 14 January. I too was sorry that you were unable to meet me when I talked with members of the Urban Council. I have taken note of the various points in your letter.
I very much appreciate the work which you and other members of the Council are doing to help the people of Hong Kong. Of course much remains to be done, and no one is more aware of this than the Governor. I fully realise that people like yourself, who have been campaigning for years for this progress, are sometimes impatient with the rate at which it is achieved, and I share that feeling. But I hope that you will agree that we are moving on the right lines.
On the question that you raise in your letter you will no doubt have read the account of my press conference. I returned to London with a clearer picture of Hong Kong's many problems, and I am generally impressed with the way in which the Governor is seeking to tackle them. He needs your help and the help of all people of goodwill.
