We have of course gone over the question of the composition of LegCo very thoroughly in the past, and it was a great help to us here to have the firm exposition 28) Pme of your views in your letter of 10 December last to
Andrew Stuart. We agree that in general early progress towards broadening the social basis of LegCo is very difficult and that matters must be remedied over the longer term. Nevertheless there continues to be a certain amount of pressure at this end for early action, and I think it is quite possible that Lord Goronwy-Roberts will wish to discuss it with you again when you are in London in April.
2. In this connection we have noticed that the terms of membership of three of the present Unofficial members, Mr Wilson Wang Tze-sam, Mr James Wu Man-hon and Mr Hilton Cheong-Leen, will expire on 30 June this year. No doubt you are already giving the question of filling these vacancies some thought and it would be very helpful to us to be able to brief the Minister beforehand on your proposals. I would, therefore, be most grateful for a brief note on the subject before you leave for Paris.
