NOMINATION OF UNOFFICIAL MEMBERS TO HONG KONG LEGISLATIVE COUNCIL (LEGCO)

You will recall the discussion, at Sir D Watson's meeting on 5 March, of the continuing pressure here for changes in the composition of LegCo. Bearing in mind Lord Goronwy-Roberts's close interest in this subject, we felt it would be only fair to put the Governor on notice that during his forthcoming visit to London he might be questioned about this again with particular reference to the three LegCo vacancies arising at the end of June.

I submit a draft letter to the Governor which would, I think, best go from Sir D Watson.
