As suggested in Martin Charteris' letter of 21 June, and in the light of Murray MacLehose's talks with you and with me, I enclose draft telegrams to Hong Kong and Tokyo for your approval.
It seems to me that if we mention to HM Embassy in Tokyo and the Japanese that The Queen might leave Japan on either 12 or 13 May they will inevitably go for the latter date as allowing for a fuller programme, so I have phrased this in such a way as to keep your options open.
Fred Warner is at present on leave from Tokyo. like him to come and see you?
