1. The brother of the above-named, Mr I D Withers, wrote on 24 May* to complain that the Immigration Authorities in Hong Kong had refused his brother Mr S R Withers entry into the Colony. Mr Dinwiddy sent an interim reply on 31 May* saying that we were referring the matter to Hong Kong.

2. Mr Davies replied on 10 July* giving Hong Kong's reasons for refusing entry to Mr S R Withers.

However, as he had not said anything about Mr Withers' claim that his solicitors had cleared the visit with the Immigration Authorities (para 3 of his letter of 24 May), we telegraphed Hong Kong asking for their comments on this point. These they have now dose Sent us.

3. I accordingly attach a draft reply to Mr Withers which you may wish to see before it is cleared by the Legal Adviser.
