You wrote to the Foreign and Commonwealth secretary on 23 May about your brother, MrR Withers, who was refused entry into Hong Kong on 16 May. Mr Dinwiddy, of this Department, replied on 31 May saying that we were referring the matter to the Hong Kong Government.

We have now heard from the Director of Immigration in llong Hong; who has informed us that your brother was refused entry on the grounds that his presence in the Colony would be against the public interest. He says that no assurance was given to Messrs Gunston and Chow that your brother would be allowed to enter the Colony.

I am afraid we are unable to intervene in this case. If your brother wishes to contest the decision not to allow him to enter the Colony, his solicitors in Hong Kong will be able to advise him of the appropriate action to take.
