On the other hand it seems odd that a person who appears to be of some substance should go to the other side of the world with a one-way ticket and £200 in his pocket, without apparently any contacts or clear expectation of a job; and it may well be that there is more to this case than is revealed in Mr Jenkins's

letter.

The only way to explore this is to ask Hong Kong. I have therefore written to the Colonial Secretary. Meanwhile I recommend that Lord Goronwy-Roberts should send an interim reply to Sir Anthony Royle, on the lines of the attached draft.
