Dear Dick,

Thank you for your letter of 23rd January about the traffic accident here on 29th July 1973, which resulted in the death of Mr. Kwan Kung.

We have asked the Independent Commission Against Corruption and the Commissioner of Police to investigate the allegations of corruption and the failure to inform the family respectively. I will write to you again as soon as I have their reports but this is likely to take a little time.
