FORMER MP'S CASE: TRAFFIC ACCIDENT IN HONG KONG
1. Mr Ray Carter MP put down a written question for answer on
•
21 January, asking the Secretary of State to call for an
investigation into the death of Mr Kwan Kung in an accident
involving a car in Hong Kong last year, and the subsequent
refusal of the police to prosecute the driver. In his Answer
Mr Blaker gave brief details and said that he would write to
Mr Carter. Meanwhile Mr Carter wrote to the Secretary of State
about the case.
Mr Blaker sent an interim reply to this letter
on 28 January. In my submission of 24 January I said that I
was writing about the case to the Secretary for Security.
Mr Lloyd's reply of 7 February has just arrived. He says that
he has asked the Independent Commission Against Corruption and
the Commissioner of Police, respectively, to investigate the
allegations of corruption and the failure to inform the family.
He will let us know as soon as he has their reports,
but says
that this is likely to take a little time.
2. I think we should tell Mr Carter of these investigations,
and attach a draft.
