In my letter of 5 November I promised to write to you again when I had received the Hong Kong Government's comments on the further correspondence which you had received from Mr Kwan Chung Lam (of 10 Peace Avenue, Ground floor, Rear Flat, Kowloon) about the death of Mr Kwan's father, and which you had enclosed with your letter of 27 October to Joan Lestor.
I have now heard again from Hong Kong. The "eye-witness" to whom Mr Kwan referred was a fruit hawker named Madam Chau Kin-fong. A statement by Madam Chau was recorded by the Hong Kong Police and included in the death report submitted to the Coroner. Unfortunately, it seems that Madam Chau only became aware of the accident after she heard it happen. Thus, although her statement was helpful in establishing the accident's time and place, it could not be used to establish what happened in the all-important seconds before the accident occurred.
Otherwise, I am afraid there is little I can add to what I told you in my letters of 27 June and 5 November. For ease of reference enclose further copies of the enclosures to your letter of 27 October.
