On the other hand, with regard to the alleged failure to inform Mr. Kwan's family of his critical condition, there were justifiable grounds for complaint. Briefly, the facts are that Mr. Kwan was brought by ambulance, unaccompanied by relatives or friends, to the Casualty Department of the Queen Elizabeth Hospital. The correct procedure for the Casualty Department is to notify the next of kin when a patient's condit-ion is critical. However Mr. Kwan was not in that condition at that time. He was then moved to a ward where his condition deteriorated and he died about nine hours later. The ward staff wrongly assumed that the Casualty Department had already notified his family and did not themselves do this, as they should have done. The lack of notification thus resulted from a failure to observe the correct procedure. The Medical Superintendent of the Hospital has taken steps to guard against any repetition of this mistake, which is deeply regretted by all concerned.
