RESTRICTIONS ON CREW MEMBERS OF SOVIET VESSELS
ON REPAIR IN HONG KONG

It is Hong Kong Government policy, which HMG
fully support, to keep to an absolute minimum the
number of East Europeans (and particularly Russians)
permitted to enter Hong Kong, even for short periods. (See separate Brief on Visas for Hong Kong).
With this aim in mind, the Hong Kong Government,
in July 1972, concerned at the excessive number of
Soviet nationals present in the Colony during the
repair of Soviet vessels, imposed the following
restrictions on the movement of crew members:-
(a) Crew members of ships under repair holding
valid Seafarers' Identity Documents will be allowed on shore in groups of five for any one six-hour period during the hours of daylight in any one day;
(b)
The daily six-hour period of shore leave may be varied from time to time at the discretion of the Hong Kong Government but not less than twenty-four hours notice of any change will be given in order to reduce inconvenience to the minimum;
(c) No restrictions will be placed on the movements
of crew members in groups of five within the Colony, in areas normally open to the public;
(a) Special arrangements will be made, if required,
for larger parties to be allowed ashore for periods longer than six hours, e.g. for bus tours of the New Territories.
