If the Soviet side raise the question of visas

for Hong Kong, they should be firmly reminded that

there are normal channels through which these issues

are settled. Should they raise the ship repair

problem, it should be pointed out to them that the

Hong Kong Government is discussing its requirements

locally with the Soviet Ships' Agents. In general,

any complaint or proposal relating to Hong Kong

should be countered by the statement that the Colony

is self-evidently a special case, and that these are

questions for the Hong Kong Government
