Dear Mr. Heseltine,
On Thursday last, the Fair Practices Committee of the International Transport Workers Federation (I.T.F.) considered the intention of the British Government to set up a separate and autonomous shipping register in Hong Kong.
The delegates from North and South America, Australia, Taiwan, Israel and Europe were concerned at a number of problems which would stem, they believed, from the establishment of such a register.
The Committee passed a Resolution expressing their views and setting out, for the guidance of shipowners, the status the I.T.F. will give to ships registered on an autonomous Hong Kong register, so far as the I.T.. Flag of Convenience campaign is concerned. am encl ing a copy of the above-mentioned Resolution for your inkormation.
