The Minister has asked me to thank you for your letter

dated 23 January in which you drew his attention to

the Resolution of the Fair Fractices Committee of the

International Transport Workers Federation relating

to the possible establishment of a separate shipping

register in Hong Kong. The contents of the

Resolution have been noted.

There will be further consultations with your

Association before decisions are taken. The only

comment on the Resolution which it seems desirable to

make at this stage concerns point 5 where reference

is made to "the Hong Kong" flag. The intention is

that, if a separate Hong Kong register is set up,

the ships on it would continue to fly the Red Ensign.
